A RESOLUTION IN SUPPORT OF WALWORTH COUNTY PURSUING LEGISLATIVE CHANGES TO THE COUNTY LIBRARY TAX RELATED TO LEVY LIMITS.
WHEREAS, the Village of East Troy currently operates a public library that is located in the Village of East Troy, that serves the Village and its environs; and
WHEREAS, the Village of East Troy, Town of Easy Troy, and Town of Troy believe that certain efficiencies can be gained by creating a joint public library to serve the three communities which will benefit the taxpayers of each community, and that such efficiencies will improve the library services to the communities; and
WHEREAS, the three municipalities have previously attempted to create a joint Tri-Troy Library, but have been unsuccessful due to the levy limit implications which would occur by the formation of a joint library; and
WHEREAS, Walworth County Administrator, Mark Luberda, proposed a legislative solution in a memorandum entitled “Removing Statutory Obstacles to the Formation of a Joint Tri-Troy Library,” and dated June 20, 2023, which would enable the three municipalities to establish the Tri-Troy Library without being penalized due to current legislation; and
WHEREAS, the Town Board of the Town of Troy finds that it is in the best interest of the Town of Troy residents to show support for the legislative change proposed by Mark Luberda and encourage Mr. Luberda and Walworth County to pursue this change with the Wisconsin Legislature.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Town Board of the Town of Troy supports Mark Luberda and Walworth County in its attempt to secure legislative changes related to the County Library Tax to allow the Tri-Troy Library to be formed.
